Carol Juliet Weil, JD, is a program director for ethical and regulatory affairs at the National Cancer Institute (NCI). She is an expert in research protections pertaining to human biological samples and genomic and clinical data. In her work at the NCI, Ms. Weil navigates the ethical, legal, and social implications (ELSI) of cancer research, including policies on consent, data sharing, biobank governance, community engagement, and disclosure of research results and incidental findings. She has facilitated development of embedded bioethics protocols in several NIH projects, including the Communication and Education in Tumor profiling sub-study in NCI’s Molecular Analysis for Therapy Choice, ELSI sub-studies in the NIH Common Fund Genotype Tissue Expression project, and the NCI Biospecimen Pre-Analytical Variables study. Currently, she is working on patient engagement strategies for the NCI Cancer Moonshot project. Ms. Weil chairs the Community Engagement Task Force for ISBER, the International Society for Biological and Environmental Repositories, is a Section Editor for the Journal "Biopreservation and Biobanking", and serves as a member of North Star Review Board, an independent, nonprofit learning Research Ethics Review Board established in 2020.
